I have a problem I want to send a picture via Bluetooth from my MacBook Pro to my iPad and other computers, always get the message the device does not have the Necessary Services does anyone know how to fix it?

You cannot. iOS does not support file transfer via Bluetooth to non-iOS/OS X devices. That is the way it has always been.
Because it works from macbook to an old Nokia I can send files with bluetooth, and a Windows PC to my macbook.
Sending files from the Mac to the iPad has to be done via AirDrop. That is the way it works. You cannot send something from the iPad to anything else, except the Mac via AirDrop. What you can do with an old Nokia has nothing to do with what you can do with the Mac and iPad. File transfer cannot be done between Windows and iPad via Bluetooth. The Bluetooth profile does not support that.
I am not aware of an ability to share files via Bluetooth between Mac and Windows, either way.

There is no solution to connecting the devices via Bluetooth, or did you not understand that? It is not in the Bluetooth profile for file transfer. End of story.

I know you are referring to the computers. The Bluetooth profile on the Mac does not support file transfer via Bluetooth.
